Jonathan Tran serves as an Administrative Budget Analyst at the Los Angeles County Employees’ Retirement Association (LACERA). In this role, Jonathan and his team collaborate with LACERA’s Division heads to strategize and allocate funds, ensuring alignment with the organization's strategic objectives and departmental requirements.

 

Prior to budget administration, Jonathan was a Retirement Benefits Specialist at LACERA, where he was a key resource for counseling and guidance on member benefits. He played a pivotal role in developing LACERA’s Omnichannel Retirement Counseling Standardization, which streamlines interactions between Member Services staff and over 168,000 LACERA members and their beneficiaries. Jonathan trained the entire Member Services Division on this standardized process and continues to oversee its implementation in partnership with the Process Management Group, Quality Assurance, Systems, Communications, Member Service Quality Control, Management, and the Executive Team.

 

Jonathan is also recognized for his expertise in interpreting the Public Employees’ Pension Reform Act of 2013 (PEPRA). He led an initiative that resulted in formal training programs and updated business protocols for LACERA’s interpretation and computation of PEPRA benefits. He has trained multiple divisions, including the Member Services Division, Disability Retirement Services Division, and the Death and Legal Unit within the Benefits Division.

 

Jonathan holds the prestigious Certified Employee Benefits Specialist (CEBS) designation, awarded jointly by the Wharton School of Business and the International Foundation of Employee Benefit Plans (IFEBP). Notably, he completed the CEBS program in record time at LACERA.
